SB 350 enacted Public Utilities Code section 454.51, which requires the CPUC to "identify a diverse and balanced portfolio of resources needed to ensure a reliable electricity supply that provides optimal integration of renewable energy in a cost-effective manner." SB 350 also enacted Public Utilities Code section 454.52, which requires the CPUC to establish an integrated resource planning process for regulated load-serving entities that achieves the State's greenhouse gas emission reduction target of 40 percent below 1990 levels by 2030 while continuing to deliver safe, reliable, least-cost service to customers.
The CPUC held a Workshop to initiate a conversation with Commissioners regarding implementation of SB 350 with a focus on the new resource optimization and integrated planning requirements established by Senate Bill (SB) 350 (De León, 2015).
